I buy music and haven't really looked into streaming, but that chart doesn't take into account that people who stream will be streaming songs numerous times over many years rather than making a one time purchase that doesn't give any further contribution to an artist over time.

Also, regardless of reimbursement, streaming is still a better option than piracy, which is still very prevalent. It seems more likely that people who currently listen music through piracy would switch to streaming rather than all of the sudden start buying individual songs or albums.
